Have we made any strides towards breaking down nuclear energy waste?

Actually, yes. Some of the currently researched future reactors, known as generation IV, are able to deplete the fuel much better, and so can consume nuclear waste. As opposed to conventional reactors, the fast neutron reactors do not include a moderator to slow down free neutrons. Free neutrons allow the burning up of waste to a much greater degree, reducing the amount and toxicity of it. The disadvantage of the technology is that it can be used to create nuclear weapons (such as generating plutonium). The three designs incorporating this idea are the sodium-cooled, gas-cooled, and lead-cooled fast reactors.
