Teddy Roosevelt and Bill Clinton come to mind, but ironically the greatest amount of environmental legislation ever passed, and the most noteworthy, came under Richard Nixon’s watch.
Teddy and Franklin Roosevelt. Under Teddy the National Park System and Bureau of Land Management were created. And Franklin’s CEC and WPA projects helped make the parks accessible and cleaned up the country. Yes, under Nixon the EPA and the Clean Air and Water Acts were established because of necessity, the love canal, Silent Spring, burning rivers, all happened under his presidency. More recently Obama’s been stepping it up.
