Good question, Tatumharvey. Yes, we have done upgrades on the hoover dam. Because of droughts, the water level of the reservoir behind the dam has gone down 120 feet in the last decade. This causes lower water pressure and the dam produces about 20 percent less power. In order to squeeze more energy out of the place, these new gates were installed that allow for more water flow, increasing production from 3 to 4 percent. Also, the dam has new turbines planned to be installed starting 2012 that perform well no matter how much water is in the reservoir.
Hope this helps!
