Have hybrids always had access to the carpool lanes?

    It is on a state to state basis if hybrids are allowed to be in the carpool lane. In 2005, George Bush passed the public transportation bill that gave states the option to allow hybrids in HOV lanes. The states that do allow this (California, Arizona, Colorado, Tennessee, Utah, New York, Virginia and New Jersey) all have different standards for hybrids in carpool lanes. Some have had to stop allowing certain cars in HOV lanes, some have special stickers etc. Just depends on where you are!
