Have the expectations of the climate bill been lowered?

It’s hard to gauge people’s expectations of anything, especially in the absence of proper studies on the issues. However, I would say, purely based on logic, that most people’s expectations are indeed lower. The climate bill has been stalled so long and it seems unlikely that it will pass without significant revisions to appease Republican politicians and their concerns about the economy. In general, as more time passes, people’s expectations are likely to be lower.
