Have any countries committed to completely phasing out gasoline-powered vehicles?

    Iceland, Norway, New Zealnd, and Costa Rica all sign a commitment to go completely carbon neutral. The last i heard Iceland was very close to achieve this having adopted hydrogen powered city buses and other such measures with the help of funding from a pilot program of the EU. That said, individual citizens still use gas powered cars and boats, though government incentives are trying to bring that down as well.
