Has there ever been ideas of monitoring the carbon that each car emits during the year and charging taxes for it?

I’m not sure if there has ever been a contraption for each car to collect or measure the emissions, but each modern vehicle make is tested for emissions.
In the US, there aren’t any large programs that tax for emissions from cars yet, but there are certain rebates and tax breaks for buying low-emissions or more efficient vehicles. The EPA has a lot of information on the regulation for that.

In the UK, however, there does seem to be a tax for higher emission cars, although it is measured by vehicle through the auto-industry, not on an individual basis.
