Has Starbucks introduced a compostable cup?

No they have not. Their cups are actually neither recyclable nor compostable.

Other coffee chains like Tully’s Coffee have 100% compostable cups. Many people are trying to get Starbucks to do the same.

No, Starbucks has not introduced a compostable cup.  It currently uses 10% post-consumer recycled fiber (PCF) and recently reduced the amount of plastic used in making cold drink cups.  Starbucks focuses instead (for now) on encouraging customers to bring their own reusable cups, offering a ten cent discount. A cup brought from home does not have to be Starbucks brand.
