The President doesn’t have the power of the purse — that lies with Congress. Both Bush and Obama declared intentions to cut farm subsidies — Bush’s veto on a farm bill was overriden by Congress, and Obama tried to cut farm subsidies in his 2012 budget. Congress, though, has traditionally resisted presidential attacks on farm subsidies, even in the days of Bush Senior (the farm lobby is quite strong.)
