Has the Obama administration really opened polar bear habitats to oil drilling?

This has been a topic of much controvery.  Although there has been recent activity in polar bear habitats, the Obabma administration recently took a stand.  They set aside 200,000 square miles in Alaska as “critical habitat”.  It is believed that this will limit offshore drilling.
