From what I can find, no, the Meals on Wheels program has not been cut in all areas of the US. The program seems to be still going strong, although is always searching for more volunteers.
The economy has hit non profits quite hard, however they are all not shut down, but struggling economically. Most non profits were the hardest hit in this rough economy because not only were there more people needing their services, but funding was cut as well, so it like a double fall. However, people are continuing the donate money and time to this program, and it is managing to stay strong and stay afloat.
