Has Japan started working on their space solar program?

Japan first plans to spend $21 million on a 4 year research and development program before beginning the first stage of the program in 2015. Right now the program is still in the planning stage. The earliest that Japan hopes to finish the project is 2030, but it may be farther in the future than that. They plan to build a one gigawatt space station that will beam energy back to Earth. By today’s energy consumption rates, that’s enough energy to power 750,000 American homes for a year.
