Has the flapper skate nearly gone extinct due to a bookkeeping error?

The flapper skate has nearly gone extinct because of a misclassification. What people thought was one species (the common skate) is actually two (the flapper and the blue skates). Because of this error, the flapper skates have taken a huge decline in population because fishing regulations didn’t acknowledge them as a separate, highly endangered species.
