Has England’s Household Waste Recycling Act been effective in reducing the amount of garbage going to their landfills?

    So far it has.  In 2002 and 2003 the recycling rate was about 14%.  As of 2008 that figure had doubled, and progress is still being made as collectors were given until 2010 to comply with the act.
