Has the creation of the EIR helped the environment?

    The effectiveness of environmental impact reports is hard to quantify, but their implementation has certainly created a regulatory measure by which land developers and local governments are supposed to abide. EIRs are required in most states before approval of a development project can go through, but like all legislative measures, they are only as effective as the individuals monitoring the integrity of their use. That being said, EIRs take into account many factors that are crucial to the environmental well-being of a location, such as endangered species, disaster/fire vulnerability, aesthetic beauty and human aspects. So, if the reports are used to their full potential, they can greatly improve the environmental impact of any building project prior to its construction.
