Has children’s clothing that contains lead been outlawed?

No, but the Centers for Disease Control and Prevention and the Consumer Product Safety Commission regulate the amount of lead acceptable for use in clothing, toys, etc. The CDC recommends action if a child’s blood test results show 10 micrograms or more of lead per deciliter of blood. The agencies both report product recalls on their Web sites.
