    Perhaps, but what is more pertinent is that the program took outdated, obsolete technology and permanently removed it from use. While many argue that the parts should be salvaged, this goes against the essence of the program: replace old, inefficient technology with new, more efficient technology. It also helped bolster car sales in the U.S., helping the weak economy get back on track.
