Sure, lots of people have. But sadly they are going up against a huge moneymaking giant that isn’t going to go down easily. They are making it more expensive for smokers now by taxing them more, it is just another step. But it would be nearly impossible to make them illegal.
This is sort of like us trying to phase out fossil fuels. Too deep of pockets and too much political backing because of this.
In addition to the tobacco industry’s pull in this issue, there is also the fact that some people like to smoke and just making it illegal will probably not stop them from doing so (though it would change the availability of tobacco and it is likely that fewer people would smoke).
Current anti-smoking campaigns focus mostly on the health issues associated with smoking, as well as stopping people smoking in public places. For example, starting in 2012 cigarette companies will be required to put large, graphic images on cigarette packages to encourage people to quit or never start smoking.
