It has decreased. Over the past decade, West Coast ports have lost about one percent of their traffic each year. The recession hit ports on the West Coast harder because they had not invested in infrastructure the way East and Gulf Coast ports had. The expansion of the Panama Canal in 2014 may make the problem worse because it will allow Asian ships to bypass the West Coast and go directly to eastern ports.
