Is a gulf just a large bay?

Yes, a gulf is a large bay that is attached to an ocean.  The Gulf of Mexico and the Gulf of California are some examples.

However, the differences between bay and gulf are not always clearly defined.  An example is how the Bay of Bengal is much larger than the Gulf of Mexico.  A bay is usually defined as a body of water smaller than a gulf, and vice versa.
