Out of the four places you’ve classified, the Philippines has the highest average.
Hawaii gets an average of 63.7 inches of rain per year.
If you add up the averages for varying parts of the Philippines (and the amount of rainfall truly does vary per region), the country as a whole as an average annual precipitation of 100 inches.
India’s average is only 28.1 inches per year, but it’s important to remember that this includes arid areas of India that see almost no precipitation whatsoever and does not reflect the several weeks of rain one might experience in Dharamsala in northern India.
The West Indies which also cover a large area, on average receive 36 inches of precipitation per year.
