It doesn’t seem so. Golden eagles are reported to be able to dive at 150mph, but the perigrine falcon (the fastest) can reach speeds up to 200mph. However, if you are just considering the speed that a bird can travel with normal flight, the spine tailed swift is the fastest at 171mph and in second is the frigate bird with 153mph crusing speed.
I believe the spine-tailed swift is the second fastest bird, behind the peregrine falcon. The peregrine falcon, however, is the fastest animal in the world, traveling up to 200mph while the swift can travel closer to 106mph.
