Is global warming or human development more of a threat to estuaries?

Global warming is causing sea levels to rise or fall in estuaries, altering the natural habitats of marine life and the existing ecosystem.  Human development has been the major reason behind climate change, so in a way, our impact has been the ultimate causes behind the danger placed upon the environment.  The estuaries are either drying up or overflooding, causing harm to the existing fish and plant life.
