Frogs are not considered mammals, but rather amphibians. They are able to live in water and land, and they are not mammals because mammals do not lay eggs. Frogs lay eggs so they are not mammals.
Amphibians are characterized by their ability to metamorphose from a juvenile water breathing form to an adult air breathing form. Most amphibians require fresh water in order to reproduce and lay their eggs. Mammals are different in that they produce live young and do not go through a metamorphic process that most amphibians go through. Amphibians have moist mucus type skin while the majority of mammals have fur.
