Probably, and most likely the first civilization to begin reusing their resources would be the first known agricultural community. The Jarmo culture, which was within Northern Iraq around 9000 B.C., is the earliest known neolithic site to date. Mud-shaped houses in the community are evidenced as being frequently reshaped and rebuilt according to needs and many of the materials used within the small settlement were crafted from obsidian around Lake Van nearly 200 miles away!
