I think that it can be seen as both. It is definitely a local problem because it is the local people that are going to be affected by its growth. It could be considered a global problem because if there are factors outside of the local ecosystem that are causing the desert to grow.
I would agree with tristan and say both. The problem can be seen as local because the desertification is causing the destruction of fertile grassland, which can no longer produce food for local people, because the soil is depleted. The problem can be seen as global because the reason desertification is spreading is due to the fact that humanity as a whole has misused the planet. Humans can try to fix the problem by using better land and argicultural management practices that nuture the soil.
