For every car that is purchased in the United States is one junked?

While a lot of people do junk cars when they buy a new one, the number of cars on the road has grown steadily over the years, so it is definitely not a 1:1 ratio.  Many people either pass on their car to their children (as what my family does), and other sell their old car.  A lot of times when people sell the cars back to the dealer get junked or used for parts, but a lot of people sell their cars to either used car dealerships or just other people (like eBay motors or all of the cars you see on the side of the road for sale).  So yes, a lot of cars get junked when new ones are purchased, but it is definitely not every time a new car is purchased.
