Because of the way this question is worded, the answer is very simply yes. I think we can rightfully assume that any organization would like you to believe that they are not corrupt at all, so the fact that there is some evidence out there that has uncovered some corrupt practices in the EPA means that they are certainly more corrupt than they would like us to believe. How deep the corruption goes beyond the reports we hear about, then, becomes pure speculation.
It is sad that even orginizations like the EPA become corrupt, but I suppose that is to be expected given that it is run by humans.
