Is the EPA likely to stop the new coal power plant in Kansas?

    I suspect instead of flat out stopping the building of the plant the EPA and the State of Kansas will come to some terms that both agree on.  It seems the issue is with nitrogen oxides and sulfur dioxide:  the EPA wants per hour limits instead of 30 day average limits.
