That is not necessarily true. When the economy is strong, there are a lot of things that are being produced and consumed. The carbon footprint goes way up when there is a lot of consumption and production. On the other hand, when the economy is up, people have more money to invest in green technologies. When people are going through a hard time financially, they are not exactly thinking about their carbon footprint first.
