Under the California Environmental Quality Act there must be an Environmental Impact Report (EIR) done for every building development in the state of California before the project begins to allow the public to check the plans. These EIR become open to the public to submit comment letters for a period of time and are then closed, review, and the recommendations are made. All of the EIR process is public record. The EIR for the new LA football stadium was approved in March 2009, and the developers plan to make the stadium LEED certified.
