Is Dry Glue Toxic?

Once glue is dry, can there be harmful chemicals in it? I bought some party invitations that had visible glue on the edges of them (to glue some netting over the paper) and I cut off some of the glue to make them look nicer. Can toxic chemicals or substances be released by doing that?

    If a glue is toxic it is because the chemical makeup of the particular substance is considered harmful when it is inhaled, ingested, or absorbed by the body. From this statement, we can assume that dry glue has less of a chance of being absorbed or inhaled because it is no longer in a liquid form. However, it would still be advisable to handle toxic dry glue with some form of precaution.
