    Yes, cold weather can negatively impact your fuel efficiency for various reasons.  Reasons why your gas mileage gets worse include low tire pressure, increased rolling resistance, bad road conditions, lower average engine temperature, weaker gasoline, higher energy loads, and more aerodynamic drag.  To prove this point, here are statistics taken from a Honda Civic Hybrid at 60 MPH.
