Does the WTO subsidize overfishing?

The WTO does not deal with things like resource exploitation. Since many fisheries are found in a specific region, they are often shared by many countries. Usually agreements regarding cutting harvest rates and subsidies to limit fishing are a joint venture of these countries. Such was the case in the Cod Fisheries of the North Atlantic, when the US and Canada agreed together to limit harvesting and pay subsidies to their respective fishermen.
