It can. Extreme temperatures (either hot or cold) and too dry or overly wet weather can all have negative effects on plants. See these sites for a bit more info:
Weather is necessary for plants to exist (ie. plants need water, thus they need rain). However, weather extremes in excess can ultimately kill the plant. A severe drought will dry up roots. A flood will uproot and wash away many plants. While plants have adapted to specific weather patterns throughout history, they are still susceptible to harm in extreme weather conditions.
