Yes. According to R.D. Alice Draper, rubber contains certain chemicals that can leach off into the water, such as styrene-butadiene. In fact, smaller pieces of rubber have a higher surface area in contact with the water.
While pieces of rubber left on the highway may leach a small amount of chemicals into the water, it cannot be a significant amount. To prove this point, old tires are now cut up and reused as a mulch. This recycled tire mulch is popular in both gardens and playgrounds. These are two places where one should try and be as careful as possible, considering our children and the food we consume are very important to us. If any significant chemical run-off occurred from the reused tires, this practice certainly would have been stopped.
