Does the US Postal Service recycle the junk mail that is not delivered?

I don’t think so. Undeliverable mail is either returned to sender or sent to a “dead letters office.” I’m not sure how the dead letters office disposes of the mail. I do know, however, the USPS has recently instituted a “lobby recycling” program. In the program recipients who use USPS PO-boxes can quickly and efficiently recycle their unwanted mail by depositing it into drop boxes.
