Does the U.S. climate bill contain any provisions for trading emissions credits in foreign territories or countries?

    The current US Climate Bill passed by the House in the summer does not have any provisions for trading emissions credits in foreign territories and countries.. it is simply a national emissions trading scheme AT THE MOMENT. The Senate is in the process of drafting its version of the bill which may or may not contain provisions for foreign emissions trading.
