Does the United States have an agency that tries to keep oil spills from happening?

    Many agencies have roles in managing and preventing accidents; depending on whether the potential spill is onshore or offshore, and also depending on whose land it would be on. and the BLM, Forest Service, and other Federal land owners, as well as state regulatory agencies, and sometimes municpal government agencies.

    There is no single agency with preventing spills as its only (or even primary) charge.
