    Yes, the United Nations Environment Programme, which is a branch of the United Nations, conducts scientific research on harmful chemicals and has encouraged governments to eliminate lead from gasoline and paint and reduce the use of mercury. The UNEP also initiated the Monreal Protocol, in which all countries have agreed to gradually eliminate the production of many ozone-depleting halocarbons.
