UK has historically had high fuel taxes. In 1993, they introduced the fuel escalator which helped the government generate revenue and discourage the use of cars. It was the hope that the tax would deter people from using their cars too frequently and help the environment. The escalator is no longer in place, but UK fuel taxes have continued to rise.
