No, recycling is sorted, garbage is heaped together and transported to landfills. The recycling rate in the US in 2005-6 was 33%, which means that tons upon tons of “waste” could be salvaged by sorting. But municipalities and state-level government put the responsibility of proper waste disposition on the public (where it belongs).
In 14 states there is legislation forbidding the throw-away of electronic items, both because they often contain toxic materials and because the economic benefits of salvaging materials for re-use in the hundreds of millions of dollars.
