Does steam only rise off of lakes in the morning?

Typically yes. “Steam fog” rising off of lakes is the result of water vapor just above the lake surface being cooled by the chilled top water layer of the lake. Over the course of the day the surface water will warm too much to condense the water particles into vapor, but will cool again overnight to condense more fog in the morning.
