Yes. There are two types of turbines, a fixed speed or variable speed. The variable speed allows the turbine to rotate based on the wind density and gusts of the site. A fixed speed maintains the same rpms and depends on a constant wind distribution at that site.
Higher winds do make turbines go faster, but that does not always make them more efficient. The most important factor of wind on efficiency is being consistent. There needs to be a consistent wind at an optimal wind speed which is often 6-25 miles per hour depending on the model. Wind gusts are not optimal for turbine effeciency
