Vultures are scavengers. This means that they generally do not kill their food, they like to find dead things and consume the flesh. They seldom attack live animals, but will kill the wounded or sickly of the smaller mammals. So technically no, something doesn’t have to be dead for vultures to eat it, but a vulture is not going to go out and hunt a healthy prey.
