Does snow on a roof have an insulating effect if the air temperature is extremely cold?

When snow is on the ground it has an insulating effect.  When temperatures are cold, it has the effect of keeping the ground from freezing.  This is one reason that underground pipes don’t freeze more then they should.  I would imagine that it would have the same effect on the roof of your house.  This does not mean that you are totally insulated because there are also windows and doors that can leak out heat and heat from your house may melt the snow on the roof.
