Overall, snow reflects more light than water. Reflectivity is more formal referred to as albedo. Snow reflects almost all the light that reaches it, having an albedo of 80% to 90%. Depending on many factors such as angle which light hits the water, water’s albedo ranges greatly – it can be very low but it can be incredibly high. So, although water may at times compare with snow, it does not consistently reflect as much light as snow does.
