Does a smaller country always have a smaller environmental impact?

No!  Consider the environmental impact of the United States vs. the environmental impacts of Russia or Canada.  Russia is world’s largest country in area (most square miles), Canada is the second largest, and the U.S. is the third, yet Russia uses nearly half the energy per person that the U.S. and Canada do…so, if a larger country doesn’t necessarily have a larger impact, a smaller country doesn’t necessarily have a smaller impact.
