does shredding material make it break down faster?

Yes, shredding or breaking down materials will help the decomposition process.  Think about lighting a fire, if you throw a whole newspaper on the fire, it will most likely not catch, but when you rip small strips the paper catches incredibly quickly.  Decomposition sort of works this same way, if you throw a a whole apple into a compost, it may take weeks to decompose, whereas slices of the apple will breakdown much more quickly; Microorganisms and bacteria can eat away at the more accessible and exposed portion of the apple breaking it down much quicker, the same applies for many compostable products.
