Does recycling goods reduce their carbon footprint or increase it?

Definitely reduces it. Many things such as carbon and aluminum take less energy and raw material to create when recycled materials are involved. Furthermore, if everybody recycled it would decrease the need for creating new products from scratch. This would decrease carbon footprint from material harvesting, manufacturing, transportation, and packaging. It only works, though, if you purchase recycled goods as well. Nobody is going to recycle your goods if nobody purchases them. It’s all part of “closing the loop”- recycle, remake, and re-purchase.
